copy of a letter from the General Officer Commanding, South China, on the subject of the alleged transport of food destined for Tsingtau over the Tientsin-Tsinanfu Railway. I enclose a minute by the Attorney General from which it appears that the question as to whether the

f transport of such good constitutes a breach of neutrality is not easy of solution. I have telegraphed to His Majesty's Minister at Peking for further information on the subject,

copy of the telegram enclosed.
